Imagination things to really spruce upi the games world spaces. believe me ,modding fallout3 can blow away other games if done right. the fun is finding out what does what....casually .! CD retail? Digital download Steam or supporting company, cuz there are others too there where you live.Steam...fallout + DL:C later add ons or GOTY version. Even though the game files you have are written in German, the ini files are written in machine code so I can create custom ini files for you too try.... IF you wish? some times even with all of this, the game will freeze up....so it's important to recognize facts about the game and the OS. last, OS version? hardware used...HD, monitor, graphics card type and size.
