failed to initialize renderer fix (amd)

After hours of working I just found a fix to "failed to initialize renderer unknown error creating the renderer" massage (Solution works when modded and vanilla)

I found that skyrim works when computer set to 30hertz or lower.

Solution:

1) Right click on SkyrimLauncher (or skse) and select compatibiliy mode - windows 8 and try to lunch the game.

 

2) On AMD catalyst control center go to:

My digital flat panels --> HDTV Support and mark every checkbox in HDTV Modes supported by this display (add 720p60 format............................ all of them)

hit apply and try to lunch skyrim agine (;

I'm using steam.... I'm not sure how to do this on steam. Could I have an explanation to do this on steam please?
