Thandal Posted March 16, 2011 Share Posted March 16, 2011 It's a leftover artifact. Shale (and the rod, and Wilhelm's cottage, and the quest itself) originally set in Redcliffe. Like the deleted "Human Commoner" origin, pieces remain littered inside the game and can still be stumbled upon.
