graphics glitches

Hello all, been playing oblivion for 10 months and never had this problem. I start with a saved game, play for a bit, then i start to see small flickering spots on everything, npc's, walls, ground, etc. Around this time I go near or into water, it looks great at first, then when I get away from it, the water has lines that flash on the surface, sometimes the whole surface flashes in and out. Have checked everything for an answer, even tried the real water and real fish mods, with no change. I exit the game, restart the computer and load and play with the same results. Looks good at first, then degenerates into snowy textures and flashing lines and surfaces on water. Every time I restart the computer and then start the game it looks great, plays fine, but after entering the water or a building it starts with the snowy flickering textures, and water with flashing lines/surfaces.

Every time I restart the computer and then start the game it looks great, plays fine, but after entering the water or a building it starts with the snowy flickering textures, and water with flashing lines/surfaces.

Turn off all of that unnecessary overclocking, before we even try to look at any other causes. Oblivion performs poorly on overclocked systems. That has been documented, by both Bethesda and nVidia.

Tessera, I disabled overclocking on the graphics card and promptly got pink water, I then re-enabled hdr and water effects to on. I had previously used a suggestion to set water effects to 0 in the oblivion.ini file, which I reset to 1, now everything works perfectly. Thank you very much for your suggestion about overclocking, it was the only thing that I hadn't done, and didn't even consider. Again, thank you for your assistance and I apologize for wasting your time for such an obvious solution.

Just to add another note, I was able to reset view grass distance to full, and it works beautifully. THanks again.
