Problem with stuttering Fallout 3 GOTY

Hi. As i said above i have problems with terrible stuttering which ruins my game experience. Game runs on solid 60 fps with vsync, but after a few seconds without problems there is always stutter for like 1 second, especially on exteriors. I tried to tweak my fallout.ini (iNumHWThreads, ifpsclamp set to 50) but nothing works. I have game secured by securom so i can't really install fose and stuttering remover mod. There is some kind of "bypass" for fose but it makes game set to version 1.4.0.6. I'm out of ideas, can you help me ?

PC Specs:

intel Core i5 OC 4.5 Ghz

Nvidia GTX 970

8GB RAM DDR3

Game is installed on SSD

Windows 7 x64

your stuttering is caused from scripts that are running in the back ground, scripts that can't be shut down..from that list posted on reddit, I guarantee you you can't shut them down....to do so breaks the game.

 

NMC has data that does not match all the other things..heavy loads and then other things of a lighter nature load then back in goes the heavy stuff, loops over and over again.

 

IF you optimize data correctly and not optimize things not needing it, you end up all data flowing at the same rate.

Texture optimizer ran only once on packages only NOT the games data directory.

 

you do not optimize creatures, armor,NPC's or weapons...that means NO,,do not touch.

you do not optimize inter-phase files.

 

Isolate the data, fix it all so it's all the same and don't delete things...make it all match so it flows at the same frame rates, the stuttering will stop to a point.

 

Script extenders remove any ability to control the out come from optimizations done. That's a wild card.

 

you can isloate all mods used that require FOSE, and not install them....leave them for last and give your self a chance to see how things should be.

 

then install the fose mods and deal with that.
