MOD that removes NPC limits

Hello, I am playing a moderately modded version of Oblivion.

That also includes Extending attribute and skill caps to 200.

But what I noticed using "Getav" values is that NO NPC can have their attributes above 200.

I would like their attributes to develop just like mine.

 

My general principle is that all actors should have access to equal capabilities.

IF there is a mod that already does this, please let me know :)

That's something hardcoded in the engine. What you need is a plugin which directly alter the game code. There are very few Oblivion modders around capable of such miracles.
