Well, unless you angered a Voodoo priestess, I'm out of ideas. Nothing revolutionary about this approach, but the standard (albeit tedious) next step would be to uninstall Skyrim completely, including deleting your MyGames/Skryim folder, and start completely over as if Skyrim had never graced your hard drive before. Make sure you're not subscribed to any mods on Steam. Then install and test mods more or less one by one. I don't envy you the process. I tried Googling "Way of the Voice" in various ways and came up with nothing. I hope you get it figured out.

I'd have to agree with corwin but you have two other options that you can attempt before doing that. You can either restart a new game and see if the glitch pops up again. If it does you know it's a mod causing the problem. At this point though trying to trouble shoot which mod may be causing the problem is likely impossible. You've saved the glitch in unless you have an older save from before the glitch started. Your second option is to use console commands to reset the quest and or set the quest stage forcing it to theoretically work. It may or may not do the trick Skyrim quests are really finicky. If setstage didn't work it's likely because you didn't set up the right stage requirements. when done correctly it will work. Lastly I suspect your bum rushing the quest as you put it likely caused the game to glitch futher. I did that once at bleakfalls barrow. I just tcl'd through everything and it didn't work. I even added the dragon stone and quest wouldn't progress. I discovered that opening the door with the dragon claw is a key quest trigger. Lastly it is possible your game just glitched it happens in the vanilla game. PC, PS3, Xbox 360 they can all glitch and screw up quests, some are even notorious for mucking up. If all else fails delete everything and reinstall. Not just the data files but your saved files.......everything.

You can investigate more this "setstage does not work".

Things to check:

- does "setstage mq105 1" start it or not? Normally it quick starts all MQ quests (Bleak Fall Barrows excluded) up to MQ105, i.e. The Way of The Voice.
- what does "sqs mq105" shows before/after trying "setstage"?
- same as above, but for other commands, like "showquestaliases"

One reason why a quest does not start even after setstage is that required aliases are not filling up, because certain actor is required to be enabled or alive, and some mod or a glitch made this actor disabled or dead. Possibly this will make any stage not flagged as "1" in the "sqs" results.

I just now ran into a similar situation. According to my Mod Organizer, Recorder is conflicting with a USKP script: "qf_mq105_000242ba.pex". The mq105 in the name leads me to think it's very likely the problem.

Innnnteresting. I did wonder about that mod when I saw it, but the OP said he's had this problem for at least four months. The Recorder mod has only been around less than a month.

Blast, foiled by chronology once again!

 

To follow up, taking Recorder out and loading a save prior to adding her did solve my instance of the issue. Just lazily pulling the mod out mid-quest didn't cut it; I ended up doing BFB and Dragon Rising over again. While I doubt she's been scripted with time travel to go back and bug a game several months before she existed (though I'm not completely ruling it out!), her presence will probably make troubleshooting any other causes of the glitch very difficult.

I was just about to suggest Recorder and a few other things you might want to consider in case you get other problems. Your load order is a bit odd to be honest. You have a few things that affect the same stuff which increases the likelihood of you getting conflicts that will break quests, cause CTDs and corrupt your savegames. e.g. Dark dungeons for enb (you don't even appear to be using an ENB) with Claralux, with climates of tamriel interiors... pick one lighting overhaul and stick to it. There are several that will do everything you want in one package. If you want an ENB, then follow the ENB's instructions on install list.

 

In general that goes for most mods. Anything that does something similar to something else has a high chance of causing problems, it's particularly true of overhaul mods that are heavily scripts, but lighting and climate mods are prone to problems as well.

How ironic would it be if the OP had solved the issue with a different mod and then coincidentally re-introduced it by installing Recorder...
