Pale/light Blue overlay when viewing Pip-Boy, Other related glitches

So the only mod I have that modify's the pipboy, is pipboy readius. This glitch however still persisted before I installed Readius. Heres my mod load order and a picture of the issue i'm having. Other problems i'm having that I believe are related to this is the Vigor-Tester screen being a completely tan blank screen, and when viewing a terminal the background is the same shade of blue as in the pipboy.
