I don't think my mod suggestion will be liked by everyone, but the points I make should at least leave food for thought. Maybe someone will have a better idea.

 

Many people talk about flow in gameplay, but that's not really what I am after. Close though, flow in roleplay perhaps. Either way, I have a hard time coping with the fact that a fresh 'Neutral' from Vault 101 can instantly go beserk and kill an entire town in one big bang. During the years spend in the Vault, an evil player is at best a lesser bully compared to some of the other vault residents. Of course, in Escape! you can start to push things over the limit, but.. how do I put this right.. you have Liam Neeson as a father, dammit! Good upbringing, education, friends. Even in the worst scenario I can't really imagine a full fledged Johnny The Homicidal Maniac could have exited the vault. It's just too much of a safe, nice place in spite of all that's going on.

 

Without a taste of what goes on in the Wastes, feel free to blow up a town. Not only that, if you do you rightfully instantly experience the consequences of the worst possible karma. Ignoring Megaton and steadily enveloping your character in increasingly disturbing acts of morality, is much more interesting and 'true' than suddenly losing it and killing a town. The bomb robs you of the experience, in a way, because it's just so damn easy to do. It just makes too much sense to come across it very early in the game.

 

There are two ways I can see a possible mod happening. The first, a much higher demolitions requirement to fixing it (but assuming not everyone will get demolitions that high, allow for repair or science checks also). Number two would be a fairly low level-requirement before you can do anything with it. The bomb will stay unselectable, Burke won't start waving at you (or won't appear) and the Sheriff won't have any disarm-the-bomb kind of dialogue option. Or he could have the option, but there is a visible [level] check.

 

Either way, he and Burke do mention that you look like a capable, experienced sort, even if you're fresh out of the vault. It should make sense not to let players chip away at the bomb right off the bat. That's pretty much it.
