Not every mod uses meshes or textures or even esp. Some are just esp or esm, others just meshes and textures.

 

However, everything that is needed for a mod is usually included in the zipped file you download.

 

If you unzip the mod directly into the data folder, nearly all zip programs, and especially 7-zip will place each part in the proper place. if the meshes or Textures folders do not exist, they will be created as needed and the meshes and textures placed in them.

 

Most common neophyte mistakes:

Unzipping into the Oblivion folder instead of the data folder (some mods do say to unzip into the Oblivion folder)

Not allowing overwriting - it doesn't really overwrite anything, it appends to the existing folder

Improper unzipping - you usually end up with a second data folder inside of the original data folder, and your mod is completely inside of the second one.

Putting the zipped file into the data folder without unzipping it.

Not all mods come with textures or meshes; some are simply plug-ins (.esp files) while others may rely upon textures or meshes found in another mod. I've played quite a few very good mods that did not add any new textures or meshes to the game.
