How do I Import USGS height map info?

Ok, so I can not find anything in fallout 3 or NV about how to import the USGS height maps to make a new world... or google earth for that matter...

 

I've never tried to do this before, so I've probably been looking at/in the wrong places... but... how do I do it?

 

In short, I've been planning out a mod to take place in and around Detroit, MI, USA... It's a huge undertaking I know, and I know I'll have to break things into several world spaces... I've found instructions to import models from google sketchup (pro) & building maker into 3dsm... so that part I've got (still have to learn how to make internals for those buildings though lol)... But I can't find a damn thing about the world space... even the geck nv wiki's info about 'import as RAW' file is... vague... to be nice about it...

 

So can someone explain the process to me in 'idiots guide to importing' style please?

There is a tool that was made for worldspace creation using heightmaps. It was designed for Oblivion and Fallout 3 but should work for new vegas using the Fallout 3 setting.

Its a bit complicated to use since its a command line tool.

Then you will want to useFallout New Vegas plugin utility to merge it into your mod.
