No luck with textures

I seem to be having no luck when it comes to textures

 

i've tried all 3 sized of NMC's texture pack

 

i've installed the all the compatibility patches

 

the only textures mods i'm using is EVE and NMC's

 

only other one is the WRP

 

Now to the problem, all my textures are blurry, like smeared charcoal

 

weapons. armors, environments everything even my pipboy and even some item icons in the inventory and shop menus

 

the only thing not messed up are the npc models

 

hell even all the items from quest mods are blurred, the armor from courier's cache is blurred

 

i've watch the tutorials that Gopher posted

 

i've followed his advice

 

i have NMM and NVEdit

 

i've tried mutiple things, but nothing works

 

Does anyone have any advice?
