Strange visual glitch

Here is a Screenshot of what I'm seeing.

Ive tried replacing the Skyrim ini with steam,

Iv'e tried dispeling all spells.

If I go back in my saves about 6 levels It's gone, New saves are fine too. , But I really Don't want to redo that much.

I've tried disabling all mods, (Of which is a sin in itself, I know)

It's Only my skyrim affected by this.

If you posted more information someone may be able to help. Load order and mod list is the most important.

 

Only thing I can think of offhand without any info is it looks to be an ENB issue. If you are using one, you may have messed up a setting or something.

It looks like your stuck in Night Eye.

 

Have you done any ingredient sampling or used any artifacts? Easy to fix either way, get a night eye ring or other artifact and equip it. Wait a few seconds then un-equip it. It should restore the visuals to normal.

 

If that's not it then I don't know, but it sure looks like bloom and the edge blurring I see when I use Night Eye.
