I never assumed it was possible to create magic effects, I thought they were hard coded and new ones could not be created. But, as for my initial premise, I guess it is possible to script the magic effect by calling the object itself from a holding cell and casting it down to an actor ref, but then I'd have to dynamically alter the mesh's angle based on the actor's position.
