Fallout 3 input delay [Not fixed yet]

I have been having this problem for a long time now. Whenever I move my mouse I get a delay, same for my keyboard. It's annoying as hell and makes the game unplayable. I have already tried the following solutions:

Fallout Stutter Fix mod

low settings

disabling vsync

updating graphics drivers

lowest settings

fps controls in the fallout.ini

updating the version

playing with FOSE

None of these have worked at all. I am running 32 bit windows xp. 2GB of ram, Nvidia Geforce 7900 GS, 3.39GHz cpu. I have tried almost everything and nothing seems to work.

 

And it also does this on New Vegas. Also, I don't think this matters, but I torrented the game. I thought that the torrent might have been s#*!, so I tried 3 others. Please Help
