Flashing screen when outside in daylight

Hi hope someone can recognise this problem.

 

When outside, in dylight only, I get a very fast dark to light flickering. It's so fast I can still see everything but it's so annoying. No problems at night or in dungeons etc. The only thing I've installed as a mod is the 0009a script. I can't remember if it was ok before (it may have been) as I installed it almost immediately after the latest patch and oblivion for the first time.

 

What's the best way to uninstall the 0009a file to check this out.
