CS: Construction Set. An official tool released by Bethesda which we can use to modify the game. :)

 

Remember that Oblivion is quite demanding, so a high fps might not always be possible while still having decent image quality.

 

Are you using HDR? From what I've seen and heard, HDR in Oblivion doesn't really look good. Disabling HDR will give a speed boost.

 

Do you really need VSync? Maybe I don't pay attention to it, but I can't recall seeing much of a difference between VSync enabled and disabled.
