NMM help?

A couple days ago I was having trouble with my Skyrim game CTD for no reason and items turning purple (like the mesh was deleted) so I asked for advice on one of the threads and someone said it could be a hardware/software issue. So I took my computer into the shop and ended up having my computer wiped pretty much clean, which sucked because it removed EVERYTHING. So I try to start the task of reinstalling everything and THIS happens. The first pictures is after I click on NMM, the second is what happens when it fails, and the 3rd is the log. It will NOT let me download microsoft .net framework 4.5.2 I have been trying since 8am and it's now almost 1:30 (a great waste of a day off) I REFUSED to update NMM before my computer went to the shop and it appears I had good reason, because now I don't get it at all. Does anyone know what's happening?!
