Spawning Enclave Soldier Crash

Hello fellow gamers. So I've been having this problem where a random enclave soldier spaws on me and causes the game to crash. I've been running the game without any major problems until recently, and this problem started happening yesterday. It happens in a minute or so after I start the game and prevents me from making any progress.

 

I tried going to another location, both with pipboy and with console commands, but it doesn't fix the problem. I tried disabling the npc the moment he spawns, and it worked at first, but after a few hours of gameplay it started happening again and I can't disable the character this time.

 

I actually don't think some mods maybe causing it because I haven't installed any new mods recently, but anything is possible of course, and if you think it might help here's my load order:
