Mod Configuration Menu (MCM)

I'm getting the following error in the game's pause menu:

 

The Mod Configuration Menu cannot access its menu files. Either the files are missing, or a firewall/UAC is preventing access.
You may need to reinstall the mod, update your 32-bit Visual C++ 2010 Redistributable Package, or change your firewall/UAC settings.

 

MCM was working fine before but ever since I installed Unified HUD Project to use with HUD Extended I think UHP has modified and/or deleted .xml files that are necessary for MCM. I've since uninstalled the HUD mods and reinstalled MCM but it still won't work. I've been all over these forums and while I've followed the suggestions of previous posts I'm still not having any luck. It's not the firewall or C++. Some of the .xml files (like instance_StartMenu.xml) that are referenced in old posts, I don't have! Perhaps because the HUD mods deleted them? I don't know, but it's all a bit of a mess now and I don't know what else to do other than to reinstall the entire game. Help!

Go to where you have Fallout installed. Right click in the folder. Go to Properties. Then make sure Read-only is clear. Apply, then Ok. Then go to the FallouNV.exe, and right click on that. Go to Properties. Then to Security. Make sure you have full permission for it. And then try playing the game. If it still comes up. What you want to do is some google search on how to turn off UAC on your current operating system. Watch for ads, and other things. Be careful, too,

I've tried turning off read-only but the problem with that is that it gets reset by Steam. Or, in other words, the Steam directory itself is read-only and so therefore will overwrite anything you try to do with permissions inside it. Steam is partly to blame here. I'm not sure if I have turned off UAC in Win8.1 so I will have to look into that next.

Okay I've actually narrowed it down now to DarnifiedUI which also uses the start_menu.xml file found in data/menus/options. If Darn overwrites that .xml then MCM won't work and will give the error about missing files etc. Without overwriting the MCM version of that .xml I still get an error, but it's one I can live with - now when I pause, the game tells me that DarnUI can't be found in the start menu and that it can't be used by MCM, which is fine. I don't know how I managed to get the two to be working without any conflict before, but this is as close to fixed as I've come in 2 days and I might just put up with it. At least they work.
