Stargazer09
There is no such item in-game, as far as I know, so it's not possible to console it. Such an item will have to be modded in.
CaptainPatch
As far as I know the ONLY Enchanting plus apparel in the game comes from Solstheim (Dragonborn DLC). If you wear FOUR pieces of Ahzidal's armor -- Armor of Retribution, Boots of Water Walking, Helm of Vision, plus Gauntlet's of Warding -- it will add 10% to your Enchanting Skill. (That's ten percent; not ten points. If your Enchanting is 50, wearing the complete set will raise the Skill to 55.)
Janthos
You "could" always console command in a piece of gear with the Fortify Enchanting enchantment. I messed around with it the other day. Made a set of gear with Fortify Enchanting and Alchemy on it. Just open the console and type player.enchantobject <armor type ID number> <enchant ID> <enchant ID> . I think that popped out each piece with a 39% bonus to both skills. Not sure how it comes up with the bonus values, I am sure one of the others has much more experience with that part. TheSpaceShuttleChallenger
Alternatively, "player.modav enchanting 500" will raise your enchanting skill to a ridiculous level without effecting your overall level, allowing yourself to create OP enchantments without messing anything else up. "player.modav enchanting -500" will revert to your original enchanting skill level after you're done.
