Mods don't work [Need assistance]

Usually I don't have issues with downloading and installing mods, however, for whatever this game is giving me some difficulties. I can't get any mods to work via Qar. I made sure I re-read the tutorials and re-watched tutorials and I still cannot get the mods to work. Is there something I might be missing? I upacked the data1 file which gave me the new data folder and the .inf file, placed the lua files I wanted installed into the data1 folder, and then repacked. I used the cmd prompt to do all of this and made sure i did not misspell anything. Started up my game and nothing was different. No mods were working. Is this because I tried installing multiple lua files at the same time? Any help is greatly appreciated.

Hello. Well, looks like a patch today made most of the mods dont work. In order to make some of the mods to work now, you need to edit 00.dat and/or 01.dat files located in "...MGS_TPP\master\0" folder instead of editing data1.dat file. Remember to backup those files. Hope this helps.

Nope, this no longer works. You used to be able to edit 00.dat file (3.8MB) and 01.dat file (1KB) file to make the mods work, but now they updated those files and increased 00.dat file to 37.6MB and 01.dat file to 24.3MB. Unpacking those files, making whatever changes or replacing whatever files, and then re-compiling those files back with MGSV_QAR_Tool does NOT work. I have not been able to figure out which files to edit to make mods work...
