Weapon Mod Manager not working.

i have a modable weapon and mods, and when i press X in the weapons tab in my inventory i get nothing. i have "The Weapon Mod Menu.esp" in my FallOut Mod Manager.

 

 

Also if anyone knows what MOD this dude is useing to make all the options come up without entering the craft menu i woul be very gratefull
