Fallout 3 (z-fighting?) flickering distant textures

Excuse the repost, this was earlier in "mod troubleshooting", however it turns out that it is mod-unrelated.

I'm having a graphical issue with the game, when it comes to texture (mesh?) flickering from a distance, especially when moving. When I get close to some extent, the problem disappears.

Video evidence (zoom for better viewing)

No mods activated in this instance except NMC + UHQ + Flora Overhaul. Alternate Start - Roleplayers also installed (but assumed unrelated) to quickly test in-game. I also tested without any mods (except with the latest Ultimate Community patch), and the issue has been replicated, each time.

Activated/de-activated Archive Invalidation Invalidated, meddled with the .ini settings. Also spent a lot of time Googling for fixes, tried toggling some graphic settings on and off. It seems to be a recurring issue with Bethesda games sharing the same engine.

Setup:

Two GTX 980s (SLI disabled) (latest nVIDIA drivers)

i7 4930k, 16GB DDR3

Any ideas? Any help appreciated.

Managed to make it disappear totally with "fNearDistance=15"

However that makes the first person weapon clip as well, no matter what fov chosen. :pinch:

"fNearDistance=12" does make it disappear to some extent, but not completely.

Only one experiencing this?

I've spent countless hours reading about z-fighting, it seems to be an engine issue. Weirdly, it did not happen with my old card, a 660 GT.

I'm not sure whether a mod could fix this; as a child (in FO3), the pipboy starts clipping at "7", while as an adult it requires fNearDistance "10" and up. What would be needed is for the first person view to allow fNeardistance "15". However it's probably hardcoded.
