Framerate drops in the wasteland and choppy, non-fluid gameplay?

Hey guys,

 

Ever since Fallout 3 was released in 2008 I have not been able to enjoy this game. When I had it on PS3 the framerate was horrible and it was clearly so.

 

Now it's 2015 and here are my (important) system specs:

 

Windows 8.1

i5 4690k

Sapphire R9 290 Tri-X

2x1TB 7200RPM Seagate HDD in a RAID0 array (where the game is installed)

2x4GB RAM

 

I can get stable 60fps in Megaton...in buildings...in Vault 101...but as I go deeper into the wasteland if I look in certain directions my framerate will fall to like 39 (but this 39 does NOT feel smooth...all animations look and feel slow...the game generally feels choppy...and I simply cannot play a game which feels this way).

 

As far as mods installed and fixes I've tried here goes:

 

FOSE

Windows 7/8 fix.

.ini tweaks (iNumHWThreads and bUseThreadedAI)

Stutter Remover (including removing FPS cap entirely, trying to cap at 60, and trying to cap at 30 - capping at 30 works in the sense that I can maintain 30fps but the 30fps which is maintained does not feel fluid even though there are no framerate drops).

Unofficial FO3 Patch

Large Address Aware Enabler for FO3

Borderless Windowed Mode

Forcing on V-synch through AMD Catalyst Control Center

 

NMC Texture Pack (Performance Pack...although the EXACT same thing is happening even without any texture packs installed).

 

It's been 7 years since this game was released and I still can't maintain a stable 60fps at all times? Let's say this is an engine issue and not a hardware issue...how the HELL do people regard this game so highly if this is the case? Do they not FEEL this choppy gameplay? For me this game right now is like a 1/10. I can't stomach even 2 minutes of it in this current state!

 

I would really appreciate some help! Any ideas?
