Francesco's mod not working? + Problem with paralysis spells

Hello guys. I've been playing Oblivion with this mod for some 20+ hours already, I am now a 13th lvl char. But something seems to be wrong - the creatures in the "Francesco's leveld creatures and items" do not seem to be leveled at all. I thought that this mod removes the atrocious level scalling, instead giving creatures in the game certain fixed level - so that some fight would be easy and some very difficult, possibly even impossible at lower levels.

But as I mentioned, I played the game with this mod for quite some time and I have yet to encounter a single very easy/very difficult enemy. The game still plays just like the vanilla oblivion, with fights adjusting to your strength - just what I wanted to avoid! >:(

Even worse thing I noticed, before stopping playing in disgust, is creatures equipment - nothing in this way seems to have changed too, as I encountered some common bandits (not quest ones, no bosses, just some thugs in one of those countless forts) and they had DWARWEN and MITHRIL equipment! WTF, I am only lvl 13 and enemies are already wearing mithril armour?! Common enemies wearing hig-end stuff - that is the main reason I never played original Oblivion for long and why I installed this mod - but it seems to be happening here too!

The only things that seem to work are Guards (who now seem much weaker) and Arena fights (that are truly impossible at my current level) - but these are things I care least about - Arena fights are one-time only and theres no reason to kill guards. It's all those bandits, goblins, undead etc. that should be changed!

So I'd like to ask - is this normal? Will I still encounter marauders in daedric armour and will goblins still be tough even when I am lvl 50? Or maybe I didn't install the mod correctly (there were so many things to choose and my English is not the best)? Those of you who have been playing Oblivion with Francesco longer that I, what is your experience, same as mine, or different?

 

My second problem is with Paralysis spells - I can't make custom spells with this effect! I bought a Paralysis spell from the new shopkeeper in IC, immediately ran to my fully upgraded Frostcrag Spire, used the spellmaking altar, and - damn - the Paralysis effect is not on the list! This is the reason why I do not use Oscuro's mod - in its readme he says that Paralysis effects (and a few others) are disabled for custom spells. But I didn't find any such warning in the documentation for Francesco mod. However, I has been some time since I played vanilla Oblivion, so I'm not sure if it was possible to make custom Paralysis spells in the original game, either. So, what is the truth - does Francesco truly disable them, or were they never possible in the first place?

 

I hope that you guys will have the patience to read my long post and offer me your advice - I curently stopped playing Oblivion and am waiting for your replies to see if I should ever return to this game, these issues are currently game-stopping for me. So thanks im advance for your insights!
