Missing textures/geometry whenever I turn around in game.

I was in the midst of a play-through with a few dozen mods installed via Nexus Mod Manager when suddenly upon loading my save from the previous day I notice massive areas of geometry were blank or see-through. I then followed the standard process of elimination disabling one mod at a time but to no avail I kept encountering the issue. Even fast traveling to another area repeated the problem. 180 degrees of one part of the game world would render fine but the other half would exhibit this problem. After trying and trying I became fed up and decided to completely nuke everything, Fallout New Vegas install, all mods, and mod manager itself. Starting from scratch I decided to reinstall FONV, and changed things up by installing Mod Manager. Now the first thing I did was launch the vanilla game before adding anything to the directory. I created a new character, and made a hard save outside of Doc Mitchell's house. I then installed NVSE and FO4GB manually. I installed several of the most popular mods (Project Nevada, MCM, Nevada Skies, NMC's Texture Pack, etc). When I loaded up the game via the 4GB launcher everything was sluggish and I get the missing master pop-up. Clearly I borked something via Mod Organizer as I'm not used to it like the way NMM hold's your hand. I then proceeded to un-check every mod I had installed and even removed them completely from the list. When I loaded the game back up via the standard launcher and selected my hard save, everything seemed fine. However, I make a 180 degree turn and see this:

This save was never made with any mods it depended on, everything disabled and removed yet I still have this issue. I really cannot say what may be causing it.

OS: Windows 10 Pro

CPU: i7 3570k

GPU: GTX 980 Ti

MOBO: ASUS Maximus V Gene

RAM: 32GB Kingston Hyper X

SSD: 500GB Samsung EVO

 

On my previous play-through (which I really hope to get back to) I would install new mods every few days and while somethings would glitch or give me an error, I would eventually figure them out and continue on. But this, this I cannot wrap my head around. Any and all help would be appreciated. Please let me know of any other information I may provide.
