Does Frost Damage actually make NPC's slower?

I am yet to see any ice spells make NPC's move slower like it happens when they use ice spells on me. I looked ofr info on this but found nothing.

 

Actually, the UESP says there is a bug associated with this magical effect:

 

 

 

Slow will not affect NPCs unless they're drawing or sheathing a weapon, or something changes their carry weight. It will always affect the player normally.

 

Is there a way to fix this? It seems such a massive oversight.

This is the whole reason i dont use frost at all. I hate it with a passion. NPCs with that ice spike spell ruin my day.

 

Youd think this would be addressed by the USKP, maybe hit Arthmoor up about it. I havent thought about this one for a while.

It's possible they were made invulnerable deliberately. It's possible that Bugthesda thought that players might spam "slow" spells and/or it could perhaps affect certain interactions or required behaviors of NPC's for quests and such. <shrug> Just a thought.

Hehe i could see them thinking that too.

 

Maybe its possible to add a hard script to the frost effect that has the set.av speed code in it with a negative integer.

Well, i havent been playing with SoT turned on, but none of the other mods do anything about this that i can see (OBIS, TTRSO, USKPs, SIC, MoMod, RWS, Skytest, Wintermyst, InconNPCs, AFT to name a fair few). I think my followers slow down too, from memory. I remember having to jump in for one of them because they couldnt get to the enemy (pretty sure it was Vorstag)
