LE Arcane Smithing Perk is still not working. Can someone make a mod for this?

So I've been having an issue with improving weapons and armor with enchantments on them, When I try to improve an enchanted Item, It gives me a message that I do not have the perk required to improve magical items, even though I do. Can someone create a bug fix mod for this? Or at lest tell me if one already exists?

You could always try player.addperk 0005218E

Tested in console if perk status is 1?:

To test perk status in console type:

help "arcane blacksmith" -> to show the perk ID.

player.hasperk PerkID -> where you replace PerkID with the shown hexadecimal number.

 

When status is 1, you encountered the documented bug on the uesp blacksmithing page.
