Idea for a reloading mod

Hey anyone out there experienced in making mods for fallout 4, who would create a mod similar to "Manual Reload" for fallout new vegas?

In short I dislike 2 things about the reload mechanics of fallout 4:

1. You auto reload once your mag is empty

2. You magicly reload your weapons if you equip another weapon and equip the old weapon again.

 

I don't know if it's possible before the geck comes out, but one could hope
