You have to download the Construction Set first.

Also, if you need help with something: CS Wiki. If you can't figure it out you can always ask us again.

now there is this problem... how do i put that race in i want to edit?

when you download the construction set, go into file>data and check the box of the Oblivion.esm file. Then look to the top of the window after it is done loading, and you should see a 'characters' tab (i think thats it). select 'Races' in the drop down menu. Then you will see a list of races. Click 'orc' or something like that, and edit the height boxes. (i have no experience with race modification, so i am kinda only guessing based on other peoples posts).

when you are done your modifications, click the 'file' tab at the top, and select save in the drop down menu. When you want to play its, at the oblivion loading screen, press 'data file' and select the check box of your mod. Then you can play!

Like Chjoco said, go into file>data and check the oblivion.esm file, and press OK. It only shows just the vampire race if you didn't load the oblivion.esm file.
