Depends on what kind of Mod. With an .esp? Goes into Data folder and needs to be activated. A simple google search will teach you how to and much faster then pointing out questions in this forum. Texture, model, sound Mods? You'll need to recreate the correct folder structure and allow reading those files in the FO4 .ini files.

I'm also curious about this. I have played around with the Creation Kit for Skyrim, learned some Papyrus and released a few small mods on Steam Workshop, but without an officially-sanctioned Creation Kit for FO4, I'm not sure where to begin here. I'm only interested in making mods that change/add functionality (I'll leave texture swaps and mesh enhancements to the artists in the scene =P)
