Better 3rd person camera (higher and closer) aswell as shoulder switching on the fly

Topic title says it all, also down the road, perhaps a mod that offers the same feature found in Metal Gear Solid V The Phantom Pain where a secondary aiming reticule will appear when a object is obstructing the line of fair while in third person.
