I got his perk without romancing him.. but randomly while in my settlement he will say "is it a good time to have that talk now" and keeps giving me the option to flirt with him.

They take them back to their base, to be transformed into super-mutants with the FEV virus. Some that are deemed left over, to small, or whatever they deem to be a defect, are eaten... Plain and simple.

 

 

I told this to Elder \Lyons... but the BOS seems to stupid or too arrogant to take another word...
