Ok so this is for people like me that has tried for hours of hours to get up your happiness to 100 but it will not work because it seems to be bugged.
So what you do is.

Step 1: Walk up to your workbench
Step 2:Pull out your console and click on the workbench
Step 3:Type in "Setav 00129157 150"
Step 4: Walk around the commonwealth till the happiness drops under 150 and then you will get the achivement :smile:
