As of now, i think fallout 4 only scales enemies for areas you havn't visited yet. I'd love to have enemies scale with my level throughout the whole game so i can encounter enemies at my level no matter where i am. This is coming from a guy who got mauled by plenty of Super Mutant and Mutant Hounds with skulls next to their names. Don't believe me? Assaultrons.
