Otherwise, building the standard component is the only way to swap out mods... but doing that is cheaper than building the more advanced mod if you've found one on an existing piece of equipment (and can give you access to mods that you don't have the perks to create yourself). As for Armor and Weapons, once you get the Scrapper perk, you can get a great deal of useful resources out of weapons. Only non-stock armors have any breakdown worth a darn. The only things I've found so far that are totally worthless is anything that says "burnt" -- burnt magazines and burnt textbooks, etc. At least, I haven't found a use for them yet.
