Break down heavy junk into lighter components mod

A mod that allows you to, at the press of a button, break down any junk that is heavier than its components to those components.

For instance it would break down that wrench (2lb) to 2 steel (0.4lb) saving a bunch of weight, but not a can since it (0.1lb) weighs less than it's components (0.4lb).

I would say automatically but it's quite likely people would like to keep some of that heavy junk around to place it in their settlements as decoration.

It could also be tied to a perk like Scrapper.
