Dull old blade can barely cut butter" a script would take their current sword out of their inventory and place it in yours, along with a leveled soul gem. You would then have a quest marker on the nearest enchanting table (with SKSE it would include mods), and you could put any enchantment on it. After that;s done, you have to return their sword within X days (MCM configurable, purely optional) or it would add bounty equal to the encchanted sword's CURRENT value to your character in the guard's home hold. Same thing with ale - "I'd be a lot warmer and a lot happier with a bellyful of mead" - the speaking guard would give the player any number of gold within 15-100, and you'd have to go to the nearest tavern and buy them some. As a reward you would keep the change (sometimes zero).If the player is unarmed and comes up to a guard, the guard may ask for a brawl."Is your armor made of... dragon bones? By the gods, what I wouldn't do for a set of that." - Guard offers to buy the players armor for its current value."Is your armor made of... dragon scales?
