Chameleon Mod overhaul

There's been a thread or 2 about Chameleon armor requests ie: http://forums.nexusmods.com/index.php?/topic/3414435-chameleon-armor-flash-fix-mod/

The 2 main annoyances are the pip boy becomes unusable and weapon sites essentially become unusable when the "chameleon" armor effect procs

A mod that allows the pip boy and any equipped weapon to remain visible as normal but still retain the existing game-play effect of "chameleon" armor would be extremely welcome.

Even though it's realistic, I do prever the FO3,NV way of the point or circe of sight remaingin visible, scopes still work though

somone needs to remove scope blackness delay on zooming. I assume beth put it in there due to consoles needing time to "render" the distant image (which doesn't render for s#*! anyway even on PC)
