Help applying a texture please

I have done retextures in the past, typically just for my own personal use (primarily because they consist solely of recolors :P) but it's been a solid 3 months since I've done so.

 

I went back to all my old tools, recolored the texture, etc. but for some reason, I cannot get the texture to 'stick' in game. It just doesn't show the new texture, and I'm sure I did everything right (edited the nif file to point to the proper texture and all that).

 

Here is a link to the files, can someone either:

 

a) tell me what I am doing wrong (if it's apparent)?

 

b) do it for me and tell me what you did so I can relearn please?

I forgot to mention, I did have everything in the proper directory.
