Question about expanding map

I'm new to Bethesda games modding. I have some simple questions about the possibilities of previous engines:

 

- Is it possible to build outside the map, or am I limited to what already is and instances?

- If I can build outside the current map, can I also use bigger map in pipboy, so my locations are displayed there correctly?

- How does it work in terms of performance? I understand that commonwealth loads fully at start, so expanding map by lets say 20% would increase loading time by 20%?

- Would it influence framerate if the map was larger, or is it just a matter of longer loading screen?

- Is adding new items with custom models made possible with the editor they officially release, or does it have to be done by some external model converters with complicated workflow?

Outside worldspace is limitless. Adding a new area is as simple as adding more cells to the edge of the world.

Yes but I have no idea where to start with that

Performance isnt an issue because cells out of view of the player aren't loaded until they are in range.

Again no, and also no. Cells not loaded have no effect on framerate or loading times.

adding new items (with 3d meshes) will be possible when nifskope is updated, not when the ck is out.

More questions:

 

- Does the engine allow to have multiple layers of texture on a model. Like one base texture and another with transparent parts? Because they made two separate textures for clean and dirty bodies instead of one with overlay, but blood on the other hand works that way, so I wonder if I can use that, or is there some limitation.

- Are there any content that can't be edited with official tools, or am I able to rearrange cities and move objects already put in place freely?

Blood is a decal texture that is applied to surfaces via scripts. You might be able to apply a decal over a body texture by creating a similar script.

 

The official tools aren't out yet but when they do come out anything will be possible
