seedy
In the unmodded game, once i have used the key for my new house, i often find strangers walking in for no particular reason, and the guards, despite their despised psychic abilities, never get involved. I have even had the pirates in IC waterfront chase me into my house. Can I mod oblivion to be able to keep intruders out?
elpiggo
You could go to the appropriate cell in the CS. Right click on it in the cell select menu, and click edit. Then uncheck the box saying 'public area'.
Vagrant0
NPCs will only enter your house under 2 conditions. First, something has caused them to flee, and your house was the closest door. Second, you are in your house and someone has reason to come find you (be it companions, crime, or targeted for combat). If it is not one of these cases, either you are mistaken and need to take a better look. NPCs don't deviate from their preplanned packages except in those cases above. If they look like they are, it is only because you have a mod that does it. The only NPCs that naturally enter an owned house are either a servant for your skingrad house, or a quest NPC for the Anvil house (only durring that quest). If this is actually happening in your game, some of us would be curious as to what caused it.
