Game-breaking bug where my player character and every AI is stuck in a t-stance.

Note that I used the free cam command to take the pictures as i wasn't able to move my player.

Basically, my character is stuck in place in a t-stance. Going into first person doesn't do anything. i can't access my pip-boy. I noticed this issue after I installed the most recent nvidia driver (359.00 on a GTX 760.) I tried reverting it and it did nothing. I tried deleting all my mods and it did nothing. I reinstalled the whole game and it did nothing. I tried on other saves and characters and it did nothing. Does anyone else have or use to have this issue and have any clue on how to fix it? The game is currently unplayable at the moment.

lollll, when you uninstall the game, also make sure to remove all the stuff in my documents and the steamapps/common/fallout 4 folder, just completely remove that folder, and if you can figure it out by googling, also the registry settings, then when you re-install dont load any saves, just play new game. If it is fixed then, then load a saved game from a while BEFORE the bug happened, delete all savegames after the bug

You only have to delete the fallout 4 in my games and start a new save to solve it.
