Question about Settlement budget

Ok, so i'm making a follower base at Red Rocket....and now realizing it was not the best place to do it cause of the low budget, so i'm going to change it.

 

I know how to, but i'm not sure what to change it to, and don't want to go overboard and break things lol

 

So my question is....

if i want double the budget, do i double both numbers? Triple for if i want triple the budget and so on.

Or is one number more important than the other?
