I can eat, I can sleep, but I can't drink purified water!

Hi guys-- I am running Arwen's hard-core mod and have a really weird problem. When I eat, my food need goes down, as well as when I sleep. If I drink irradiated water or Sasparilla my water need goes down JUST a tiny bit. When I drink purified water from a bottle, though, it doesn't drop at all!

 

I don't know if UI interfaces would affect this... I have all DLC content.... Have tried loading Arwen at the top of the load order and the bottom... have tried non-harcore and hardcore both when leaving Doc Mitchell's house. Here is my load order...

Anyone have any ideas what would cause this? Unfortunately Arwen is not answering messages and has stopped working on this mod...
