Fortify Alchemy/Restoration/Enchant Loop - Is it Still Possible?

I am running a bunch of mods and was looking at doing either a fortify restoration loop. According to a number of how-to guides it should work with all of the latest updates and DLCs but it does not work for me.

 

I previously had the unofficial Skyrim patches installed but I disabled them to see if that would help. I am level 100 alchemy and 55 restoration. I have the required alchemy perks and have tried gear that varies between 57% and over 100% fortify alchemy. I removed all items from my inventory except my fortify alchemy gear and the required ingredients (abecean longfin and salt pile). I create fortify restoration potion which improves restoration ~100-150%. I drink the potion and without exiting my inventory go to re-equip my items but see that there is no change in the fortify alchemy rating on any of the items. The fortify alchemy used were both ones I enchanted and default ones found randomly in game.

Here is a list of the mods I have installed. I suspect that one of them is preventing the exploit.

There is also supposedly a fortify alchemy/fortify enchant loop, and this almost works, but even with relevant skills maxed out, I haven't been able to reach the critical improvement point where continued improvements can be self-propagated in a loop. Here's the details of what I'm trying:
1) Use grand soul gems to do fortify alchemy enchantment on 4 wearable items (necklace, ring, bracers, head item)
2) While wearing items, do 1-3 fortify enchant potions (however many required to have enough time to do all the enchants)
3) Drink fortify alchemy potion and start again from step 1 (ensuring that the alchemy potion is in fact in effect)

This only lets me go up to fortify alchemy items that have a 28% improvement (for a total of 112%) and fortify enchant potions that have a 32% enchant improvement. These results are better than anything I can find in-game, but still not very high. I know there are supposed to be some other perks that can improve alchemy/enchant related abilities, so I may seek those out unless someone feels like listing them here.

So to summarize: Is the problem I am having with the enchant/alchemy/restoration loops a problem with something I am doing, or is it something caused by an update or mod I have?
