How to edit NPC level/stats?

So, I just got and figured out Fo4Edit today but I have limited experience modding Skyrim/NV. My goal is to edit weapon damage to be 1/2 realistic 1/2 game balanced, make enemies tougher, but also fix the range of enemy power levels. For example its dumb that some raiders have 40hp and others have 400.

I'm using Fo4Edit and modding the game as best I can. Sofar I have increased weapon damage, tweaked weapon stats (like RoF and spread) but adjusting enemies is much harder. I think I have managed to give enemies more hp and stats but I'm not sure... its not as easy to see those changes as it is to see weapon damage.

My goal would be like this: 1) Weakest raider 100 hp 10% physical/energy resist from armor 2) Weakest Super Mutant 250 HP, 20% Physical/Energy/Poison resist from their skin alone, more from armor (they are "super" for a reason) 3) Weakest Deathclaw 400 HP, 30% natural resist to damage. 4) Weakest Sentry bot 1000 HP, 60% resist to all forms of damage, of course 100% to poison and radiation. Increased weapon damage (I've already achieved the damage, trying to figure out resists/hp/armor) etc.

Hierarchy would pretty much go from weakest to strongest: 1) "small" (lol) bugs 2) animals like dogs 3) average raiders 4) Bigger animals like Mirelurks/Scorpions/Yao Gai 5) Tough Humans like Gunners, best of the raiders, lower end super mutants. 6) Robots like Protectrons/Mr Gutsy. Humans would be smarter but Robots of even the lowest order should take more damage and dish it out. 7) Average Deathclaws, best of the Gunners. 9) Humans in PA, tough super mutants, higher end robots 9) Very best animal kingdom has to offer. 10) Sentry bots and Behomoth, Elite power armor solders.

Anyway, I have managed to change the damage for guns, explosions, followers, and enemies but I just cant figure out how to set minimum and maximum levels, how to set their inherent damage resist values, etc. All enemies have a minimum level in the editor, and that isn't right, so i must be looking in the wrong area.

For example, under "non player character" I go to EncSentrybot01 and they have stats, but not all of them have those exact stats... are they baseline? Then, he has values like 125 damage resist and 85 energy resist. What the hell does that mean? He doesn't resist 125%, that's for sure. is it 125 armor? In other words, the armor of like 1 piece of power armor? well that is way too light if so.

Anyone able to help with this? I always make mods for myself but if it turns out well, I will publish on the Nexus.

FO4Edit is has values missing that cant be added until someone has found them out or until geck is released. I have been for the life of me trying to turn marcy long into a world boss with extra abilites and perks and making everyone in sanctuary agressive towards her but just couldn't manage to change values like levels and other faction details without them backfiring so I think there are certain things you will have to wait until then
