Alvinzz
That's odd, my ini file in the data directory is called "KillShot-Perk fix", perhaps this is because I downloaded a mod with similar name manually kinda 1 week after the game is released? Well anyhow I deleted that ini file along with the mod, and I have redownloaded the mod through NMM this time. Well what do you know, the texture mod works like a charm now. Kudos to those who have alerted the possibility of another ini file in the data directory.
Niss
There's not supposed to be any .ini in your data folder at all. Only in your Fallout 4 installation directory there may be a folder called \Fallout4\ that contains another Fallout4Prefs.ini. As far as I know that fallout4.ini is what it's supposed to load when you start in safemode.

But for some of us, the ones who were having problems loading texture mods, there is one regardless.
