Need Some Vault Boy Artwork for your Fallout4 Mod?

Ok, i know the GECK is not out yet but i see there are many people that are already on top of that s#*!. Now i have been a huge fan of Fallout ever since the third game and i have done a lot of artwork based in that universe. Now, im not Alex Ross but still i love to draw me some Fallout and one thing i enjoy drawing is anything in the "vault boy" art style.

I have been watching some videos on how to make some simple mods. One of the videos had a step by step process for a texture replacement mod. I think I might be able to follow those steps but I don't have photoshop or similar program to make the texture changes. I want to make a Leeloo outfit for one of my characters. Leeloo was Mila Jovovich's character in the movie The 5th Element also starring Bruce Willis. I found an outfit in the game that is close the pants and boots look pretty close already. Want to try to make a Leeloo stand alone armor for the game?
